郭女士1997年创办中国连锁经营协会，兼任会长、秘书长。2001年起任专职会长至今。她长期致力于中国连锁经营和新兴零售业态的研究、发展和推动工作。从1999年起，策划组织了年度中国连锁业大会、中国特许加盟大会等全国性的行业活动。曾任亚太特许联合会轮值主席。
此前，曾在中华人民共和国商业部、国内贸易部、国内贸易局从事商业政策研究、制定，工作长达20年，历任处长、副司长等职。
